Call to Order:

The City Clerk called the meeting to order at 7:00 p.m., and introduced the Honourable Madam Justice Kirsti Gill of the Supreme Court of British Columbia, who then administered the Oath of Office on Mayor-Elect Brodie.

 

Mayor Brodie then assumed the Chair.

 

Madam Justice Gill then administered the Oath of Office and where applicable, the Oath of Allegiance on the Councillors-Elect.

 

Mayor Brodie then expressed his appreciation, on behalf of Council, to Madam Justice Gill for her attendance at this evenings proceedings.

 

 

 

 

INAUGURAL ADDRESS BY MAYOR BRODIE

 

Mayor Brodie gave his Inaugural Address, a copy of which is attached as Schedule A and forms part of these minutes.

 

 

 

 

1.

APPOINTMENTS TO THE BOARD OF THE GREATER VANCOUVER REGIONAL DISTRICT

It was moved and seconded

 

 

That Mayor Malcolm D. Brodie be appointed as the first Director to the Board of the Greater Vancouver Regional District.

That Councillor Kiichi Kumagai be appointed as the second Director to the Board of the Greater Vancouver Regional District.

That Councillor Harold Steves be appointed as alternate to the first Director to the Board of the Greater Vancouver Regional District.

That Councillor Bill McNulty be appointed as the alternate to the second Director to the Board of the Greater Vancouver Regional District.

That the first Director position on the Board of the Greater Vancouver Regional District be allocated five (5) votes, and the second Director position allocated four (4) votes.

NOMINATION TO THE BOARD OF THE GREATER VANCOUVER TRANSPORTATION AUTHORITY (TRANSLINK)

That Mayor Malcolm D. Brodie be nominated for appointment to the Board of the Greater Vancouver Transportation Authority (TransLink), effective until December 8th, 2003.

That Mr. Jim Bruce, General Manager, Finance & Corporate Services, be appointed as the City's voting delegate to the Municipal Insurance Association, and that Ms. Rebecca Bittel, Staff Solicitor, be appointed as the alternate with full voting privileges.

In concluding the meeting, Mayor Brodie thanked Cpl. Keith Bramhill of the Richmond Detachment of the RCMP, and Fire Fighter Bill Mulder, representing the Richmond Fire-Rescue Department, for their participation as the Honour Guard at this evenings meeting.
