Call to Order:

Mayor Brodie called the meeting to order at 3:46 p.m.

1.

councillor kumagai reconsideration of motion regarding the expansion of gaming

 

S02/5-1

 

It was moved and seconded

 

 

That Parts 2 and 3 of the following resolution (S02/4-09) adopted by Council on May 29th, 2002, be rescinded:

 

 

(1 )

That the BC Lottery Corporation be advised of Councils selected gaming policy by May 31st, 2002;

 

 

 

(2 )

That the BC Lottery Corporation be advised that the City's preferred service provider for a full service casino is the current community casino service provider; and

 

 

 

(3 )

That the BC Lottery Corporation be requested to not relocate any casino licences to the City until the resolution of the Great Canadian Casino lawsuit.

 

 

 


Prior to the question on Resolution No. S02/5-1 being called, Councillor Kumagai advised that he was requesting the recision because of information received from the BC Lottery Corporation subsequent to the adoption of Resolution No. S02/4-09.  Cllr. Kumagai advised that the Lottery Corporation had indicated that it would be in the best interests of the City if the resolution did not restrict the City to one service provider.

 

 

 


The question on Resolution No. S02/5-1 was not called, as the request was made that the recision of Parts (2) and (3) be dealt with separately.

 

 

 


The question on Part (2) of Resolution No. S02/5-1 was then called, and it was
CARRIED with Mayor Brodie and Cllr. Sue Halsey-Brandt opposed.

 

 

 


The question on Part (3) of Resolution No. S02/5-1 was called, and it was
CARRIED with Mayor Brodie and Cllrs. Sue Halsey-Brandt and McNulty opposed.

 

 

S02/5-2

 

It was moved and seconded

 

 

That the BC Lottery Corporation be advised that Council is opposed to having more than one casino in operation in the City.

 

 


The question on Resolution No. S02/5-2 was not called, as Cllr. Kumagai called for a Notice of Motion to have the matter added to the agenda for the next Regular Council Meeting.

 

 

S02/5-3

 

It was moved and seconded

 

 

That City staff, in consultation with the BC Lottery Corporation, the Ministry of Health, and the Ministry of Education, investigate strategies to reduce addictive gambling, and enhance support for problem gamblers, including but not limited to:

 

 

(1 )

an increase in funding from BC Lottery Corporation and the City's casino revenues for the treatment, education and support of people with gambling additions;

 

 

 

(2 )

curriculum development and awareness for high school students on problems related to gambling;

 

 

 

(3 )

increased and better education for the general public on gambling issues;

 

 

 

(4 )

creation of a base line profile of gambling currently in the City and monitoring its development in the future, rather than on the number of people who request help in a similar manner to the Windsor Study);

 

 

 

(5 )

recommending positive changes in casinos themselves, such as the addition of clocks and the location of ATM machines outside the building, etc.; and

 

 

 

(6 )

strategies to increase the percentage of addictive gamblers who seek help.

 

 

 


The question on Resolution No. S02/5-3 was not called, as Cllr. Kumagai called for a Notice of Motion to have the matter added to the agenda for the next Regular Council Meeting.

 

 

 

 

The Mayor served a Notice of Motion to have the following matter added to the agenda of the next Regular Council Meeting,

 That when making any decisions to further gaming or casinos which may be located in the City, that the BC Lottery Corporation keep Council informed throughout the process, and allow the City input into the decision.
