That staff be directed to submit the application for Supporting Communities Partnership Initiative funding to develop a homelessness strategy for Richmond, following the receipt of final comments from the stakeholder group. |

That Bylaw No. 7235, having been examined in conjunction with the Capital Expenditure Program, the Waste Management Plan, the Economic Strategy Plan, and the 5 Year Financial Plan, is hereby deemed to be consistent with said program and plans, in accordance with Section 882(3) of the Local Government Act. |

That Bylaw No. 7235, having been examined in accordance with the City Policy No. 5002 on referral of Official Community Plan Amendments, is hereby deemed to have no effect upon an adjoining Municipality nor function or area of the Greater Vancouver Regional District, in accordance with Section 882(3)(d) and (e) of the Local Government Act. |

Prior to the question on Resolution No. R01/10-13 being called, staff were directed to provide information at the Public Hearing on the status of the registration of a restrictive covenant against the title of the remaining farm property owned by Richberry Farms Ltd. to ensure that (i) the property in question was retained for agricultural purposes only, and (ii) all buildings were prohibited except for those agricultural structures which had received prior written authorization from the Land Reserve Commission. |

That the following traffic and pedestrian safety measures (as described in the report dated May 7th, 2001, from the Manager, Transportation), be approved, with the source of funding to be the 2001 Minor Capital Program for Traffic Calming: |

installation of a traffic circle at the intersection of Heather Street and Dayton Avenue at an estimated cost of $5,400; |
|||
(b) |
construction of a pedestrian walkway with extruded curb on the west side of Heather Street between Dixon Avenue and Dolphin Avenue at an estimated cost of $26,300; and |
|||
(c) |
minor modifications to the Dixon Avenue driveway to the Garden City Shopping Centre to improve sightlines. |
|||
(2) |
That area residents be advised of the results of the neighbourhood survey and the pending construction of the traffic and pedestrian safety improvements. |
|||
(3) |
That staff monitor traffic conditions in the Heather Street area for a period of one year after installation of the various measures, and report to Council on the effectiveness of the traffic calming measures in addressing the issues of excessive travel speed and short-cutting. |
