It was moved and seconded

 

 

That Bylaw No. 8420, for the rezoning of 11131 and 11151 Williams Road from “Single-Family Housing District, Subdivision Area E (R1/E)” to “Single-Family Housing District, Subdivision Area (R1-0.6)”, be introduced and given first reading.

5.

ENDORSEMENT OF THE FEDERATION OF CANADIAN MUNICIPALITIES (FCM) NATIONAL ACTION PLAN FOR HOUSING AND HOMELESSNESS

(Report:  September 9, 2008, File No.:  08-4057-01) (REDMS No. 2494487)

 

 

Discussion ensued with regard to the staff recommendation that read:

 

 

That:

 

 

(1)

The Federation of Canadian Municipalities National Action Plan for Housing and Homelessness recommendations be endorsed, with acknowledgement that the proposed housing targets should be considered minimum targets, given the need in the Metro Vancouver region; and

 

 

(2)

Council’s resolution be sent via a letter of support to the Federation of Canadian Municipalities with a copy of said letter to the Metro Vancouver Board. 

 

 

A suggestion was made that if Council endorsed the Federation of Canadian Municipalities’ (FCM) National Action Plan for Housing and Homeless, that a copy of a letter advising of Council’s resolution sent to the FCM also be sent to the Metro Vancouver Housing Committee. A further suggestion was made that the Union of British Columbia Municipalities should also receive a copy of the proposed letter.

 

 

As a result of the suggestions it was agreed that Part (2) of the staff recommendation be amended to read:

 

 

(2)

Council’s resolution be sent via a letter of support to the Federation of Canadian Municipalities with a copy of said letter be sent to: (i) the Metro Vancouver Board, (ii) the Metro Vancouver Housing Committee, and (iii) the Union of British Columbia Municipalities;

 

 

In response to a query regarding the number of Richmond families in core need and earning less than $20,000 annually, and the value of that information as a foundation for Council to address the issue of affordable housing, Joan D'Angola, Affordable Housing Coordinator, advised that staff, using available information on the number of renters in the City, would investigate and then furnish Committee with an estimate.

 

 

Discussion continued on the importance of: (i) Federal and Provincial long term funding to address housing, (ii) ending chronic homelessness, (iii) appropriate support for affording housing, (iv) the necessity to address the issues that cause families to seek affordable housing, (v) sustaining the funding of existing Federal operating agreements, (vi) the continuation of subsidies, and (vii) a need for additional funding.

 

 

As a result of the discussion it was agreed that parts (3) and (4) be added to the staff recommendation:

 

 

(3)

the City ask the Federation of Canadian Municipalities, in its letter of support, to request the Federal Government to increase current levels of Federal funding for both affordable housing and homelessness, by significant amounts, starting now, in order to fully eliminate the current housing shortfalls and meet ongoing annual needs; and

 

 

(4)

a letter be sent asking the Union of British Columbia Municipalities to request the Provincial Government to increase the current levels of Provincial funding for both affordable housing and homelessness, by significant amounts, starting now, in order to fully eliminate the current housing shortfalls and meet ongoing annual needs.

6.

MANAGER’S REPORT

 

 

 

(1)

City Centre Area Plan (CCAP)

 

 

Terry Crowe, Manager, Policy Planning, advised that after the Provincial Government approves the Development Cost Charges Bylaw, City staff will bring forward the CCAP for Council approval.

 

 

 

(2)

Steveston Study

 

 

In response to a request by Planning Committee regarding the Council-approved relocation of the heritage building (currently at 4091 Chatham Street) to behind the Steveston Museum, fronting onto 1st Avenue, staff will ensure that the one-page map that shows the location of the two buildings on the 1st Avenue site is posted on the Museum and in the Community Centre.

Official Community Plan (OCP)

Liveable Region Strategic Plan Review (LRSP)

 

 

No report was given.

 

 

 

(5)

Development Applications

 

 

Brian Jackson, Director of Development advised that Committee will continue to see rezoning applications come forward, but that Planning and Development staff has noted that local developers have expressed concern that the recent crisis in the financial sector has begun to affect their ability to fund building projects. 

 

 

 

(6)

Director, Building Approvals

 

 

Joe Erceg, General Manager, Planning and Development, reported that John Irving, the former Director, Building Approvals, has been appointed the City’s new Director of Engineering. He further reported that Gavin Woo has been appointed the Acting Director, Building Approvals.

 

 

Mr. Erceg commended Mr. Irving for his leadership while serving in the Building Approvals division.

Service Stations

 

 

Mr. Erceg advised that the site occupied by the recently closed service station at the corners of No. 3 Road and Granville Avenue has been acquired by the developers of the 16 storey residential high rise that is currently under construction at 7080 No. 3 Road and 8060 and 8080 Granville Avenue, designed by Hotson Bakker Boniface Haden Architects.

Achievements of the Planning & Development Department

 

 

Mr. Erceg announced that staff is preparing a fact sheet that outlines planning and development achievements from 2005 to 2008 for Council.

 

 

 

(9)

Liquor Licenses

 

 

In response to a query, staff advised that it would investigate Council’s direction regarding the issuance of licenses for liquor stores in the City Centre area.
