The Chair called the meeting to order at 4:00 p.m.

It was moved and seconded

 

That the minutes of the meeting of the Planning Committee held on Tuesday, January 22, 2002, be adopted as circulated.

RICHMOND COMMUNITY SERVICES ADVISORY COUNCIL "POVERTY IN RICHMOND, A SENSE OF BELONGING" (Delegation: Annie McKitrick and Angela Rigby, Co-Chairs, Poverty Response Committee)(FILE:. 1085-01)

   

Ms. Annie McKitrick reviewed the information contained in the Report to Council 2002. She also introduced those members of the Richmond Poverty Response Committee who were in attendance: Ms. Louise Hudson, Mr. Arlen Johnson, Ms. Theresa Harding, Mr. James Sullivan, Ms. Helen Davidson and also Michelle Ninow, the consultant for the report.

   

Discussion ensued between the delegation and the Committee members on the impact the recent Provincial cutbacks would have on social service programs. Councillor Greenhill expressed her concern that the Executive Summary of the report was not as clear as the actual report in identifying those areas in which the City could offer action.

   

An appreciation for the hard work undertaken by the Poverty Response Committee over the last year was expressed.

   

Further discussion ensued on the recommendations contained in the report with particular emphasis on the recommendations for housing, the need for a community sports equipment locker and the Christmas Hamper program.

   

As a result of the discussion the following referral motion was put forth:

   

It was moved and seconded

   

That the report "Poverty in Richmond, a Sense of Belonging" be referred to staff for further review, by May 2002, with particular emphasis on:

   

a)

possible opportunities for affordable housing;

   

b)

the availability of the $10,000 operating budget; and

   

c)

identification of possible locations, within the existing structure, for a community sports equipment locker and programs.

4.

RICHMOND COMMUNITY SERVICES ADVISORY COUNCIL 2001 ANNUAL REPORT, 2002 WORK PLAN AND PROPOSED BUDGET

(Report: Jan. 25/02, File No.: 1085-01) (REDMS No. 613678)

   

The Manager, Policy Planning, Terry Crowe, introduced Mr. Michael McCoy of the Richmond Community Services Advisory Council.

   

Mr. McCoy said that it had been determined a year ago that a need for restructuring of how the Advisory Council conducted its business existed. The restructuring process was extensive and had been undertaken as efficiently as possible. Mr. McCoy expressed his appreciation of the support received from City Council and also city staff. A solid infrastructure of services, including a reframed delivery of, and access to, services was the result of the restructuring process.

   

Mr. McCoy identified the Advisory Councils 2002 objectives included:

   

a)

a round table discussion with the City's three MLAs as a means of introducing the Richmond Community Services Advisory Council to the Provincial government;

   

b)

a follow up to the group home task force;

   

c)

a committed involvement to intracultural awareness; and

   

d)

a strengthening of the social fabric of the community by remaining committed to community partnerships.

   

A brief discussion ensued between the delegation and the committee members which included clarification on the amount of RCSAC funding contained in the 2002 budget.

   

It was moved and seconded

   

That:

   

(1)

the Richmond Community Services Advisory Council 2001 Annual Report (attached to the report dated January 25, 2002, from the Manager, Policy Planning) be received for information; and

   

(2)

the Richmond Community Services Advisory Council 2002 Work Plan (attached to the report dated January 25, 2002, from the Manager, Policy Planning) be endorsed subject to the City's 2002 budget being approved.

APPLICATION BY CHANE SINGH FOR REZONING AT 10091 WILLIAMS ROAD FROM SINGLE-FAMILY HOUSING DISTRICT, SUBDIVISION AREA E (R1/E) TO SINGLE-FAMILY HOUSING DISTRICT, SUBDIVISION AREA K (R1/K)

APPLICATION BY JOE UPPAL FOR REZONING AT 11271 WILLIAMS ROAD FROM SINGLE-FAMILY HOUSING DISTRICT, SUBDIVISION AREA E (R1/E) TO SINGLE-FAMILY HOUSING DISTRICT, SUBDIVISION AREA K (R1/K)

The Manager, Development Applications, Joe Erceg, briefly reviewed the report.

   

In response to a question from Councillor Greenhill, Jenny Beran, Planner, advised the committee that the storm draining system for property fronting major arterials was not of issue, however, the Engineering Department was aware that a problem with sanitary sewers existed in the area and was investigating the matter. Councillor Greenhill requested that the results of that investigation be provided to Council prior to the public hearing on the matter.

   

It was moved and seconded

   

That the following bylaws each be introduced and given first reading:

   

(1)

Bylaw No. 7325, for the rezoning of 10091 Williams Road from "Single-Family Housing District, Subdivision Area E (R1/E)" to "Single-Family Housing District, Subdivision Area K (R1/K)"; and

   

(2)

Bylaw No. 7326, for the rezoning of 11271 Williams Road from "Single-Family Housing District, Subdivision Area E (R1/E)" to "Single-Family Housing District, Subdivision Area K (R1/K)".

6.

DESIGNATION OF A STUDY AREA PURSUANT TO SECTION 702 OF THE ZONING AND DEVELOPMENT BYLAW 5300

LOCATED IN SECTION 02-3-7

(RZ 01-195511 Report: Jan. 22/02, File No.: RZ 01-195511, RZ 01-195507) (REDMS No. 581131, 279869, 279867)

   

Prior to discussion on this item Councillor Barnes advised the committee members that although she resides in the subject area she did not consider herself to be in conflict of interest on this issue.

   

The Manager, Development Applications, Joe Erceg, briefly reviewed the report. David Brownlee, Planner, was also present.

   

Councillor Greenhill requested that notification for the review be for the entire existing Lot Size Policy area in order that a wide range of responses be heard at the beginning of the lot size study.

   

It was moved and seconded

   

That:

   

(1)

authorization be given for staff to examine the establishment of a new single-family lot size policy for the area located along Dunfell Road and Duncliffe Road in Section 02-3-7 (as illustrated on Attachment 6 to the report dated January 22nd, 2002, from the Manager, Development Applications).

   

(2)

authorization be given for staff to examine the establishment of a new single-family lot size policy for the area located along Garry St. between No. 1 Road and Railway Avenue in Section 02-3-7 (as illustrated on Attachment 7 to the report dated January 22nd, 2002, from the Manager, Development Applications).

   

(3)

staff conduct separate public processes with property owners and occupants within each of the two study areas, and that the findings be reported to Council through the Planning Committee.

7.

PRESENTATION OF GIS APPLICATIONS FOR PLANNING RESEARCH

   

The General Manager, Urban Development, David McLellan, introduced Stuart Jones, Planning Analyst to the committee. Mr. McLellan said that Mr. Jones would be able to demonstrate some of the specific planning applications that are currently being utilized as a result of the ability to graphically plot a broad range of data, such as population, social and cultural data, ethnicity, and income levels.

   

Mr. Jones informative presentation included the following:

   

i)

on the number of information resources available including Census Canada statistics;

   

ii)

possible sources of inaccurate information;

   

iii)

concerns about data corruption;

   

iv)

the current input of drainage systems, sanitary sewers, trunk systems, water systems into the system;

   

v)

the work currently being undertaken on a drainage model; and

   

vi)

the benefits of information partnerships.
